The short version
FMCSA's training-requirements FAQ is direct about this: "There is no mandatory order in which the theory, BTW-range, and BTW-public road training must be administered, nor do the regulations require that theory training be completed before obtaining a commercial learner's permit (CLP)."
So you can start ELDT theory today, before, during or after you get your permit. What you can't do is skip the permit for driving on public roads. Behind-the-wheel training on public roads means driving a commercial vehicle, and that takes a CLP and a qualified CDL holder beside you.
Recommended order for Class A and Class B
This sequence front-loads the work you can do from home and keeps your one-year ELDT window under control. Gold dots mark the points where your state has to sign off.
- ELDT theory online. Study the federal curriculum and pass the assessment with at least 80%. Your provider reports your completion to the Training Provider Registry. This date starts the one-year clock.
- DOT medical exam. If you'll drive in non-excepted interstate commerce, as most new truck drivers do, you need a DOT medical exam before your state issues a CLP. Under FMCSA's medical certification rule (compliance date June 23, 2025), examiners report results to FMCSA for your state, but some states have been slower to switch over, so keep a copy of your certificate.
- CLP knowledge tests at your state agency. General knowledge, plus combination vehicles and air brakes for most Class A jobs. Your theory studying helps here.
- Behind-the-wheel training. Range and public-road training with a registered BTW provider. Finish within one year of completing theory.
- 14-day CLP waiting period. You can't take the skills test in the first 14 days after your CLP is first issued. That usually overlaps with BTW training.
- Skills test. Your state verifies both theory and BTW in the registry, then tests your pre-trip inspection, basic control and road skills.
Recommended order for the hazmat endorsement
Hazmat ELDT is theory only, so the order is simpler. The one-year theory-to-BTW window doesn't apply to the H endorsement.
- Hazmat ELDT theory online. Pass the assessment with at least 80%. Your provider reports it to the registry.
- TSA security threat assessment. Apply with TSA, which includes fingerprints. TSA recommends applying at least 60 days before you need a decision, and it sends the result to your state, not to you.
- Hazmat knowledge test at your state agency. Your state verifies your hazmat ELDT in the registry before you can take it.
- Endorsement issued. Your state adds the H endorsement once your knowledge test and TSA eligibility are both in place.
Theory first or permit first?
Both work. Here's how the two most common orders compare.
| Theory first, then CLP | CLP first, then theory | |
|---|---|---|
| Best for | Drivers still deciding on a school or carrier, or waiting on a start date | Drivers already enrolled in a school with a fixed BTW schedule |
| Upside | The theory material is fresh for your CLP knowledge tests, and you show up to school with theory done | Your CLP validity and your ELDT window start closer together |
| Watch out for | The one-year clock starts when you finish theory. Book BTW inside that year | A CLP is valid for at most one year from first issue. Don't let it lapse while you finish theory |
| Details to give your provider | Your current driver's license details; ask how it handles a permit you get later | Your CLP number and state |
Check your school's rules too
Federal rules let you take theory and behind-the-wheel from different registered providers, but some schools only enroll students in their own bundled program. If you've picked a school, ask before you buy theory elsewhere. Our guide on starting ELDT before CDL school has the questions to ask.
Do you need ELDT at all?
If your Class A or B CDL, or your P, S or H endorsement, was issued before February 7, 2022, ELDT doesn't apply to that credential. There's also an exception if you got your CLP before that date and get your CDL before the CLP or its renewal expires. See every exception. For planning how many weeks the whole path takes, read how long ELDT takes.

Questions drivers ask
Does my ELDT provider need my CLP number?
The provider reports your license, permit or CDL number and state when it submits your completion. If you don't have a CLP yet, give your current driver's license details, and ask your provider how it handles a permit you get later.
Is studying for ELDT theory the same as studying for the CLP test?
They overlap a lot, but they aren't the same. The CLP knowledge tests come from your state's CDL manual. ELDT theory follows FMCSA's curriculum and ends in the course assessment. Studying for one helps with the other.
How long is a CLP valid?
Federal rules say a CLP can be valid for no more than one year from its first issue date. States can set shorter terms, so check your state's rules.
Can I take the skills test right after getting my CLP?
No. Federal rules say a CLP holder can't take the CDL skills test in the first 14 days after the CLP is first issued.
